Approved Document T Explained: Commercial Washroom Regulations (UK Guide)

The regulation places particular emphasis on inclusivity, alongside the need for safe, well-maintained environments that support long-term usability.

It's important to note that Requirement T1 does not apply to certain building types, including schools, early years settings, custodial accommodation, and en-suite toilets in hotels in care homes.

Key Objectives of Approved Document T

At its core, Document T focused on three main principles:

Inclusivity: Facilities should be accessible to everyone, including those with disabilities.
Safety and Maintenance: Emphasis on proper management, cleanliness, and maintenance of washrooms.
Single-Sex and Universal Toilets: Guidelines on the provision of single-sex toilets, with options for universal toilets where space allows.

Specific Requirements of Single-Sex and Universal Toilets

The guidance requires separate single-sex toilet facilities, with universal toilets as an optional addition where space permits without passing through single-sex washrooms. If space constraints prevent the installation of single-sex toilets, fully enclosed universal toilets should be provided. Document T stipulates that if single-sex cubicle installation isn't logistically possible, fully enclosed universal toilets should be provided.

Single-Sex Toilets:

Toilet cubicles with communal hand wash station, such as individual vanities or washtroughs, which must be clearly signed and separated by gender.

Universal Toilets:

Signage: All toilet accommodations must have clear and appropriate signage.

Types of Approved Document T Toilet Accommodation

Document T identifies four types of toilet accommodation to meet requirement T1:

Type A: Fully enclosed self-contained ambulant universal toilet.
Type B: Fully enclosed self-contained universal toilet.
Type C: Ambulant single-sex toilet cubicle (not self-contained).
Type D: Single-sex toilet cubicle (not self-contained).

Type A – Fully Enclosed Self-Contained Ambulant Universal Toilet

Minimum Overall Dimensions: 985mm × 2125mm
Door Arrangement: 750mm minimum effective clear opening width, with self-closer if a fire door.
Column of Clearance/Activity Space: 465mm minimum diameter column of clearance in front of the toilet pan.
Overall activity space of 800mm wide × 600mm deep in front of a 250mm × 400mm washbasin, and 600mm deep × 800mm wide in front of the WC.
Equipment Provided: Horizontal and vertical grab rails in ‘L’ configuration, washbasin, mirror, hand-drying facilities, disposal bin, small shelf, hooks.

Type B – Fully Enclosed Self-Contained Universal Toilet

Minimum Overall Dimensions: 1050mm × 1685mm
Door Arrangement: 650mm minimum effective clear opening width, with self-closer if a fire door.
Column of Clearance/Activity Space: Similar to Type A, with specified clearances and activity spaces.
Equipment Provided: Washbasin, mirror, hand-drying facilities, disposal bin, small shelf, hooks.

Type C – Ambulant Single-Sex Toilet Cubicle (Not Self-Contained)

Minimum Overall Dimensions: 920mm × 1465mm
Door Arrangement: 750mm minimum effective clear opening width, with specific closing bar requirements.
Column of Clearance/Activity Space: 465mm minimum diameter column of clearance in front of the toilet pan. A minimum clear space of 765mm between the toilet pan and the door, and 600mm deep × 800mm wide in front of the WC.
Equipment Provided: Grab rails, visual contrast for the toilet pan seat, hand-washing facilities in a communal space, disposal bin, small shelf, hooks.

Type D – Single-Sex Toilet Cubicle (Not Self-Contained)

Minimum Overall Dimensions: 910mm × 1740mm
Door Arrangement: 650mm minimum effective clear opening width.
Column of Clearance/Activity Space: 465mm minimum diameter column of clearance in front of the toilet pan.
The minimum activity space in front of a WC should be 600mm deep × 800mm wide.
Equipment Provided: Hand-washing facilities in a communal space, disposal bin, small shelf, hooks.

Accessibility and Safety Provisions

While Approved Document T introduces new guidance around inclusivity, it does not replace existing accessibility requirements.

Ambulant Disabled Commercial Toilets

Can be provided as either Type A or Type C.
Typically, one per washroom recommended.

Wheelchair-Accessible Commercial Toilets

Approved Document T does not cover wheelchair accessible facilities.
Provide wheelchair accessible toilets if it is the only space available.
Must comply with the layout guidelines provided in Approved Document M, Volume 2.

Door and Space Toilet Requirements

Toilet cubicle doors must not obstruct emergency escape routes and should be operable with minimal force.

Additional Washroom Provisions

Beyond standard toilet facilities, other provisions may also be required depending on the building type.
